Position Description:

The Manager of Quality Assurance is responsible for managing and developing quality assurance control points, enhancing safety culture, and assisting with quality control programs. This position will provide leadership in overseeing a centralized and comprehensive approach to measuring and monitoring conformance with pipeline safety requirements to maximize public safety and mitigate risks associated with pipeline activities. Additionally, this position will facilitate investigations into process deficiencies encountered during pipeline design, installation, operations, and maintenance including the completion of investigation summaries. This position will look to optimize work processes and measure the effectiveness of pipeline safety risk management along with benchmarking key metrics.

  1. Establish quality assurance controls that build upon existing pipeline safety programs to comprehensively identify, manage, and reduce risk for the company.

  2. Strategically bridge performance gaps to continuously improve the organization through processes, procedures, accountabilities, and framework.

  3. Develop data analytics and metrics to show pipeline safety effectiveness.

  4. Manage assigned projects through completion. Report on project or program progress throughout the life of the project or program. Identify and authorize resources (internal and external) required to initiate and complete major projects and programs as identified.

  5. Provide leadership towards the quality of operational performance in conjunction with the Pipeline Safety Compliance Group (PSCG) to oversee work processes, compliance issues, and corrective actions to support the company's strategic goals.

  6. Develop and maintain strong relationships with internal and external stakeholders to continually promote a strong pipeline safety culture.

  7. Establish the Plan-Do-Check-Act principals in a reoccurring manner to achieve continuous improvement and assessment.

  8. Pro actively investigate areas of regulatory and pipeline safety risk, through investigation and analysis.

  9. Encourage creativity from all levels of the organization in order to foster ideas and identify improvements towards pipeline safety.

  10. Define and continuously review Quality Assurance (QA) and Quality Control (QC) metrics to improve pipeline safety performance.

  11. Communicate pipeline safety performance throughout all levels of the organization.

Position Requirements:

Preferred Bachelor's Degree Engineering, Business Administration or equivalent combination of education and experience.

  1. Experience with and training related to:

Natural gas transmission and distribution systems

Industry standards and governmental codes, rules, and regulations

Operating policies and procedures

  1. Must have effective communication skills to collaborate with various stakeholders, ensuring cooperation and timely project completion.

  2. Must have strong problem solving and creative thinking skills along with the ability to manage and track details while maintaining big picture concepts.

  4. Must be able to work with technical experts and stakeholders with a high level of ability, to translate technical information into non-technical terms in order to identify options and facilitate decisions.

  5. Experience with managing multiple assignments and priorities concurrently.

  6. Must possess strong technical skills in analytical evaluation, decision making, planning, project management, budgeting, financial, and operational management.

  7. Experience identifying, researching, evaluating, and prioritizing problems or specific situations and providing appropriate actions, alternatives, and/or recommendations.

  8. Experience developing information and making presentations to groups and individuals.

  9. Experience in computer proficiency including Microsoft applications and project management tools.

  10. Strong technical and writing skills needed to prepare summary reports and provide information to multiple levels of management.

  11. Working knowledge of pipeline and related facility design, construction, operation, and maintenance projects.

Minimum Applicable driver's license. Requires travel to other company offices and facilities and to job sites.

PHYSICAL REQUIREMENTS: Mobility to travel in and around plant and office facilities and around job sites out of doors.

COMMUNICATION REQUIREMENTS: Communicate and/or exchange information; conduct oral presentations.

VISUAL REQUIREMENTS: Sufficient to perform job duties.
