One Gas Pipeline Safety Compliance Specialist in Tulsa, Oklahoma
Responsible for conducting Tier 1 and 2 audits of core pipeline safety programs, assisting internal stakeholders in understanding regulatory requirements, and interacting with leadership and state agency staff.
Analyze and evaluate the compliance programs (including control room management, operator qualifications program, drug and alcohol program, integrity management plans, damage prevention, public awareness and emergency response), procedures and processes against defined metrics to measure the effectiveness of the program, provide feedback and recommend appropriate changes to processes.
Executes complex fieldwork steps on assigned audits, designed to evaluate whether key risks are adequately controlled.
Identify gaps and work with program owners/operations to draft corrective actions and monitor through closure of all corrective actions. Propose recommendations to resolve identified internal control deficiencies.
Represent the Company at audits and investigations by the state regulatory agencies and Pipeline and Hazardous Materials Safety Administration (PHMSA). Provide support and guidance to operational assets to prepare for audits and inspections. Work with Compliance and Legal to manage strategic relationships with regulators to ensure all issues and/or concerns are resolved in a timely and efficient manner.
Write audit reports with detailed finding & recommendations.
Provide subject matter expertise, regulatory interpretations for operations activities and training to internal stakeholders on regulatory compliance issues.
Provide information and assistance with responses to state and Federal regulatory agency pipeline inquiries and notices.
Perform analyses and work with operations management throughout the Company to develop enhancements and communicate changes necessary for continuous improvement.
Provide consulting and guidance on newly written and/or changed programs to ensure regulatory compliance before implementation.
Research and interpret pipeline safety rules established by state and federal regulations pertaining to the Department of Transportation (DOT). Review operational procedures and practices in assessing their compliance with state, federal, and company requirements.
Interviews employees throughout the Company to identify and document risks and related identified controls.

Minimum Bachelor's Degree Bachelor's degree in engineering, technology, physical science or an equivalent combination of formal education and the following job related experience:
Experience in audit, compliance, operations and/or regulatory environments.
Experience and/or training including but not limited to:
Transmission/distribution pipeline operations
Internal controls and internal audit techniques
Experience with pipeline safety inspection and/or developing and executing audit programs, including researching, analyzing, and preparing audit documentation.
Demonstrated ability to manage projects.
Demonstrated ability working collaboratively with cross-functional groups on long-term projects or programs.
Experience reading and interpreting audit results, governmental regulations, policies and procedures, publications, manuals, contracts, and correspondence.
Experience developing and presenting information to individuals and groups.
Thorough knowledge of federal and state pipeline safety regulations and enforcement and compliance practices of regulatory agencies related to assigned areas.
Experience in use and function of office equipment including computers and applicable software.
Working knowledge of oil and gas industry terminology.
Experience identifying, researching, evaluating and prioritizing problems or specific situations and coordinating appropriate action/response.
Experience interacting, advising, and communicating effectively.
Demonstrated ability to read and write fluently in English.
Minimum Applicable driver's license. Requires travel to other company offices and facilities and to job sites.
Mobility to travel in and around office facilities and around job sites.
Able to communicate and exchange information; conduct oral presentations.
Visual ability sufficient to perform job duties.
